    Editor Guthrie (public policy and education, Vanderbilt U.) retains the mission of the 1971 edition, which is cited in Guide to Reference Books : to comprehensively describe education in the US and the rest of the world. This edition has been completely rewritten, especially with regard to education's most changed aspects in the last 30 years: technology, and international developments. The 850 articles range from 500 to 5,000 words and address topics in K-12 and higher education, policy and legislation, educational organizations, learning and instruction, out-of-school influences, teacher preparation, and testing. There are also 121 biographies of education figures from Plato to Alice Miel, Jane Addams to Ernest Boyer. International education is treated in regions rather than nations and compared in entries such as "Accreditation in an International Context, Higher Education." Articles are signed by authors (nearly 900 in all) and are cross-referenced. Important features of the Encyclopedia are an outline of contents by category, a selection of primary education documents, a list of common standardized tests, departments of education with contact information, internet resources, and a bibliography of classic texts in the field.     Though this is called the second edition of the 1971 Macmillan set, all of the articles are new. They cover policy and curriculum issues (Accreditation in the United States, Class size and student learning, Scheduling, Single-sex institutions); learning (Categorization and concept learning, Learning theory); assessment (General educational development test, Statewide testing); standards (School reform, Standards movement in American education); history and culture (G.I. Bill of Rights; Islam; Special education: History of); legislation (No Child Left Behind Act of 2001) ; and profiles of organizations, schools, and people (Gary schools; Harvard University; Military academies; Montessori, Maria). The writing is well edited and accessible, with more than 850 signed articles from nearly the same number of experts. Articles range from 1 to 20 pages or more. Topics that are quite broad (e.g., Risk behaviors) are divided into multiple sections (e.g., Drug use among teens, Suicide, Teen pregnancy, etc.). Such sections contain individual bibliographies. Bibliographies cite both primary and secondary literature as well as Internet resources, such as government or association sites, when appropriate. The primary focus appears to be on U.S. practices and institutions, from preschool to higher education. However, international coverage can be found throughout the set in articles on countries or regions (Canada, South Asia), as well as within topics (e.g., "Comparing Science Education Requirements around the World" in the essay on Science Education, or Rural Education: International Context). Readers will have to look elsewhere for an overview of some subjects, such as adult education and academic libraries, for which there are no entries.Volume 8 contains some useful appendixes as well as a detailed subject index. Appendix 1 lists assessment and achievement tests, with a summary of audience and purpose, and contact information. Next is a listing of state departments of education, followed by the large appendix 3, titled "Court Cases, Legislation, and International Agreements." These original source documents--46 in all--were deemed "essential." They include Wisconsin v. Yoder (1972), Morrill Land-Grant Act of 1862, and Convention on the Rights of the Child (1989). Appendixes 4, 5, and 6 list Internet resources (international and domestic), a very brief general bibliography, and an outline of contents in conceptual format, respectively. With its wider range and in-depth treatment of topics, this new edition of the Encyclopedia of Education will complement more specialized education references and those with shorter entries, such as Encyclopedia of American Education (2d ed., Facts On File, 2001).     Considering the extent to which the field has developed in the past generation, revision of Encyclopedia of Education, ed. by Lee C. Deighton (10v., CH, Mar'72) was in order. The second edition, with an international view but a US focus, displays its currency by incorporating the provisions of the No Child Left Behind Act of 2002. Editor Guthrie (Peabody College, Vanderbilt Univ., the institutional home of fully half the editorial board), assisted by nearly 1,000 contributors from various schools, basically adheres to the same goals and format exhibited in the previous edition. He and his colleagues offer the views, in lengthy, comprehensive essays, of the institutions, people, processes, roles, and philosophies inherent in teaching practices. The work duly recognizes the increased importance of technology and economic forces, especially globalization. Readers must rely on one general index (138 pages long) to tease out current concerns (such as whole language learning, charter schools, and vouchers) that do not receive separate entries, although others do, home schooling and magnet schools among them. Curiously, Harvard and Yale receive their own separate entries, but the revered Teachers College at Columbia University does not, despite the multiple index references guiding readers to biographies of notables associated with Teachers College, thereby attesting to its renown. Vanderbilt University garners several index citations, more than Princeton. Only Chinese, Cubans, Germans, and Latinos are listed under the descriptor "immigrants," a view far from total. The more than 850 articles contain bibliographies, many of which include Internet sites; 121 are biographical sketches, a number too small considering that Ivan Illich and Cora Wilson Stewart (of moonlight school fame) are nowhere to be found. To correct that oversight, readers need to supplement this work with sources such as Biographical Dictionary of American Educators, ed. by John F. Ohles (3v., CH, Dec'78) or World Education Encyclopedia, ed. by Rebecca Marlow-Ferguson (3v., CH, Apr'02). Diane Ravitch merits her own essay, but instead receives scant notice in the index (although there her first name is ignominiously spelled "Dinate"). The last volume consists entirely of appendixes, but strangely the largest section consists of court cases, legislation, and international agreements. As "essential primary sources relating to the field of education," these otherwise full-text materials are shorn of footnotes because of space limitations. Since diligent scholars need those important excised materials, listing only the titles of these documents would have been wise. Useful to education libraries with virtually unlimited budgets, since many of the articles make good reading, the work would be even more valuable unencumbered by idiosyncratic editorial decisions.     Over 30 years after its first appearance, this major reference work has received a complete content overhaul, though wisely the original structure has been retained. Edited by Guthrie (public policy & education, Vanderbilt Univ.; director, Peabody Ctr. for Education Policy), the multivolume set covers the field of education broadly, treating institutions, people, processes, roles, and philosophies in language suitable for university students and general readers. Included are over 850 signed articles, written by over 900 contributors and varying in length from 500 to 5000 words. Each article ends with a generous bibliography of print and online sources for further research. The numerous access points include See also references, a comprehensive index, and an "Outline of Contents" that shows the conceptual framework of the entire encyclopedia. Volume 8 consists mainly of appendixes of material easily found elsewhere, including abridged versions of U.S. Supreme Court cases and state departments of education, as well as a bibliography of major sources. Given its wide scope, this set is admirably even-handed in its attention to most areas of educational research and practice, with a few exceptions, most notably adult education and international topics. For country-specific information, a reference source such as Gale's World Education Encyclopedia is needed; likewise, the biographical sketches of influential educators need supplementary titles for thorough coverage.
